Use a text editor to edit the game.pref file in the current users directory.
For example, in Windows XP it is \Local Settings\Application Data\Gas Powered
Games\SupremeCommander\.
Add the following string(s) above the string profile = {

Save the file and start the game. Create a new character profile and begin a new
mission. This will not cascade to old or existing saves before the change. Press
Z during game play to display the console window. The following codes may be
toggled during game play. Note: The opposing A.I. will be affected by the cheats.

To steal tech, just capture an enemy engineer and all their tech including experimentals
will be yours. But the appearance doesnt change.
