Locate RC Cars\Scripts\championship.ini and open the file with notepad.
Then edit DefaultCash (int) = 100 to DefaultCash (int) = 100000000
Then save and exit. When you create a new player you will have lot of money.
More cars:

Use a text editor to edit the championship.ini file in the \RC Cars\script
folder. Look under the Cars Information heading and change the IsEnabled
(int) value for the desired car to 1.
More tracks:

Use a text editor to edit the championship.ini file in the \RC Cars\script
folder. Look under the Level Information heading and change the IsOpened
(int) value for the desired track to 1.
Cheaper tracks:

Use a text editor to edit the championship.ini file in the \RC Cars\script
folder. Look under the Level Information heading and change the AccessCash
(int) value to 0. Any track can now be unlocked for free.
Free race fee:

Use a text editor to edit the championship.ini file in the \RC Cars\script
folder. Look under the Level Information heading and change the RaceTariff
(int) value to 0. Any track can now be raced on for free.
Cheap upgrades:

value to any desired low number.

(int), Place2 (int), or Place3 (int) value to the desired amount of
winning money.
Start with more money:
