Yes it is! When import an old finished save game, you receive these three
unlocks. So you can start a new game in any difficulty with all of it.
Important: After you imported your completed save game, you need to restart
the game, to actually have the options Insane difficulty / Reconstructor /
Golden Hammer.
Can I Import My Old Steam Save Game?:

Yes you can! When starting the first time, you get ask if you want to
Import them. If you missed it, you can go under Options -> Extras ->
Import save data to open the dialog again.
Important: The Import save data option is only there, when the game found
save data from the steam version in the correct folder.
